A a government-commissioned project, consigned by Changsha County, to analysze status quo and problems in the Public Transport PPP project and make targeted policy recommendations.

- Designed a questionnaire and surveyed over 1000 bus drivers and passengers.
- Conducted a field trip on bus routes
- Drafted the consulting report with targeted policy recommendations.
Significance:highly regarded by the Changsha Government with a rewarded project consigned by the Changsha Transport Bureau to further develop public transport subsidy policies.
